The Borough of Avalon, located 6 miles northwest of Pittsburgh, is where 4,705 residents call home (Source: 2010 Census). Just .6 square miles nestled along the banks of the Ohio River, Avalon offers many big city amenities.  Residents have access to an excellent public transportation system and is conveniently located to State Route 65 and Interstates 79 and 279.


Avalon's close proximity to Pittsburgh allows sports fans to have a variety of teams to follow from college action football and basketball to professional football, hockey and baseball.   The cultural district offers endless theater, symphony and concert possibilities throughout the year and will satisfy anyone's entertainment needs.  Avalon offers convenient local shopping and a variety of dining experiences as well as being minutes away from a number of major shopping malls.


Northgate School District keeps families involved with Friday night football games and the Homecoming Parade in the fall, various band and chorus concerts and other sports throughout the year and finally bringing the school year to a close with the spring musical.  Annual community events keep residents busy with 5K races, church festivals, boys baseball and girls softball organizations, fireworks and "dumpster" days keep the residents involved and proud of living in Avalon Borough.

Important Tax Updates!

The Treasury Department and the Internal Revenue Service announced that the deadline to file federal income tax returns for 2020 has been extended to Monday, May 17, 2021. Find out more information here. 

The Pennsylvania Department of Revenue has also extended the deadline to file 2020 Pennsylvania Personal Income Tax returns.  Taxpayers have until Monday, May 17, 2021 to make final 2020 tax payments.  Read the annoucement here.

The Local Earned Income Tax deadline has NOT been extended by the due date of April 15, 2021! Returns filed after this date will be assessed statutory penalties, interest, and costs. Please monitor this website and Keystone Collections for the latest updates.

Finally, the Allegheny County Office of the Treasury has extended the discounted real estate tax deadline by 30 days. Payments received or postmarked by April 30, 2021 will be eligible to receive a 2% discount for the gross amount due.  The deadline for payments made at the gross amount is May 31, 2021.  View Allegheny County Treasurer John K. STREET SWEEPING BEGINS ON APRIL 1, 2021!!  Please check the posted signs and move your vehicles accordingly.  You can also find the street sweeping schedule here:
A friendly reminder: please do not rake yard waste into the street.  The street sweeper is not capable of removing large piles of debris.  The Department of Public Works is happy to pick up bagged leaves for disposal.  Call the Borough Administrative Office to schedule a pick up!

Notice is hereby given that Avalon Borough’s February Committee and Council Meeting will be conducted via Zoom Meeting and/or offer a Zoom Meeting option due to the Governor’s modifications to the COVID-19 restrictions announced on July 15, 2020. The meeting will take place at the same time and date as originally scheduled. 

A copy of the preliminary meeting agenda will be posted on the Borough website ( Members of the public are welcome to submit questions or comments about items on the agenda to All questions and comments received will be entered into the record of the meeting.

Members of the public will be able to listen to the meeting by using a website URL and/or telephone provided through Zoom Meeting. To attend the audio meeting virtually by computer or telephone, please contact the Borough of Avalon office at or 412-761-5820.

Taylor Ave Gas Line Construction Info

Columbia Gas of Pennsylvania has informed the Borough that a gas line infrastructure improvement project on Orchard Ave between Fisk and Harrison Ave that will include some work on Harrison Ave will begin the week of January 24, 2021. The project will include the installation of a new gas line on Orchard Ave.


There will be restricted street parking that will roll with the project and will be posted accordingly. Traffic restrictions will take place during the day. 


Please stay alert for changing traffic patterns to ensure the safety of our Police Officers and the workers completing the project. 


Weather permitting this project is expected to continue into the summer of 2021.

Applications are subject to all requirements under the Program policies. Property eligibility will be determined on a case-by-case basis based upon consideration of a variety of factors related to blight. To be eligible for the Program, a property must at a minimum meet all preliminary eligibility requirements, including:


    •  Be a vacant lot or vacant structure.
    •  Have at least three years of tax delinquency.

Do Not Knock - No Solicitation List. 

Avalon Borough Council recently passed an updated solicitation ordinance regarding door-to-door salespeople to protect the safety and well-being of Borough residents.


The last update to the ordinance was passed in 1963. The previous ordinance did not include the ability for residents to be placed on a No Solicitation/Do Not Knock list, nor did it provide the Police Department with a tool to complete full background checks on solicitation permit applicants. The new ordinance includes these measures, and it raises the daily solicitor fee from $10 to $30.

Small No Solicitation placards will be available for pickup at the Police Station and Borough Administration Office for individuals who have signed up for the No Solicitation/Do Not Knock List. While we encourage you to display the placard at your residence, it is not a requirement of the No Solicitation/Do Not Knock List.


As always, if a salesperson knocks on your door and doesn’t have the Borough of Avalon Solicitation Permit prominently displayed, please call 911 to notify the Avalon Police Department.

Please be aware that Avalon Borough Council passed the General Fee Schedule for the year 2019 in December 2018. It included an increased fine for certain parking tickets. You can read Resolution 1183 here



As of January 1, 2006, all owners and/or landlords of real property within the Borough's limits must place any and all water, sewer and/or garbage service in the name of the owner and/or landlord. (Chapter 310, Article III, Section 30 of the Avalon Borough Code)
