Rental Property Resources

IF YOU ARE THE OWNER ON RECORD OF AN AVALON BOROUGH HOME BUT DO NOT LIVE IN IT, THAT HOME IS CONSIDERED A RENTAL PROPERTY AND YOU MUST COMPLETE ALL RENTAL PROPERTIES REQUIREMENTS, AS EXPLAINED BELOW. LANDLORD/TENANT REGISTRATION AND FIRE SAFETY INSPECTION REQUIREMENTS MUST BE MET EVEN IF YOU DO NOT HAVE A FORMAL LEASE AGREEMENT.
RESIDENTIAL PROPERTIES FIRE SAFETY INSPECTIONSFire Safety Inspections must be completed every 4 years for each unit in a building.If the tenant changes within those 4 years, the apartment must be reinspected within 30 days of the new signed lease/tenant change.This requirement is defined in Ordinance #1357. Fire Safety Inspections are $75/unit as defined in Resolution #1132.
If you have not already been contacted, please make arrangements with the Avalon Borough Administration Office to have your rental property undergo a Fire Safety Inspection and obtain your Rental Operating License. You may call the Administration Office at 412-761-5820 for additional information or return to the Home page of our website for the forms. TENANT REGISTRATIONOrdinance #1356 establishes the fees for the registration of each apartment at that rental location. Tenant Registration is due by May 1st annually Landlords, please be aware that Ordinance 1273 and Ordinance 1356 requires every owner, landlord, manager or agent for an owner who rents or leases a dwelling unit in the Borough of Avalon to any tenant for a period of time in excess of thirty days, shall provide the following information. This includes all properties that are not owner-occupied. If the property is vacant it is still a requirement of the owner to notify the Borough of the status of the property.
A. The dwelling unit or rooming unit number or street address.B. Names of all tenants to occupy such dwelling or rooming unit.C. Mailing address of the dwelling or rooming unit.D. Period of time for which the rental is made.E. The agent, if applicable, that is responsible for the dwelling or rooming unit in the absence of the owner of record. Those fees are based on the number of units in your building: Tenant Registration submitted on or before May 1, 2025
1-3 units per property Fee: $25/unit
4-10 units per property Fee: $20/unit 10+ units per property Fee: $10/unit VACANT Properties Fee: No Charge (form still needs completed) Tenant Registration submitted after May 1, 2053
1-3 units per property Fee: $30/unit
4-10 units per property Fee: $25/unit

COMMERCIAL PROPERTIES
Commercial property, as defined by the ordinance, includes office buildings, industrial property, medical centers, retail stores, restaurants, multifamily housing buildings with (5) or more residential units, warehouses, commercial garages, and places of worship.
Fire Safety Inspections must be completed annually for each commercial building. Commercial Fire Safety Inspections are $100/unit.

KNOX BOXES In Part II of the General Legislation of the Code of the Borough of Avalon, Chapter 198, The Rules and Regulations for instillation of KNOX Boxes are defined. As a commercial property owner in The Borough of Avalon, one is able to research this code. Enclosed, please find documents from the KNOX company on how to order and have installed the correct KNOX Box for your location. There are several properties in the Borough which have the KNOX system in use, such as the Avalon Apartment Homes on California Avenue as well as METOWERS on New Brighton Road. The KNOX box is a one time expense which will help save you the property owner in the long run. If the Avalon Volunteer Fire Company needs to gain access to your building for a non fire emergency such as a lock out or an assist with our EMS partners, the presence of a KNOX Box will literally save us from breaking in to your business.
