Strategic Management Plan
Avalon Borough and Council have been working hard, with success, to improve the fiscal stability of the community. In order to continue those efforts, Avalon Borough received a $62,000 grant for the Pennsylvania Department of Community and Economic Development’s Strategic Management Planning Program. Avalon Borough was required to supply a local match of $6,200. In March of 2017, proposals were solicited to select a consultant to perform the study. Grass Root Solutions was retained to perform The Strategic Management Planning Program analysis and began the process in June.
The first phase of the Strategic Management Planning Program (“STMP”) study is an in-depth analysis of all departments in the Borough. The result is a detailed plan with recommendations for short term and long term goals as well as providing a five-year financial management plan to meet those goals.
Avalon Borough also identified community and economic objectives that included developing a blight strategy for vacant and abandon homes, revitalization of the business district, enhancing the Route 65 corridor, reviewing sanitary and storm water infrastructure issues, developing an improvement master plan for parks, recreation and facilities and reviewing the police department methods. The study also helps identify possible funding sources for those projects. Phase two of the EIP study helps Avalon Borough apply for funding to accomplish those goals.
